Lawmakers support more hospital translation rules

SACRAMENTO, Calif.—California hospitals would face additional rules in providing translation for patients who speak a language other than English under a bill sent to the governor on Tuesday.The Assembly voted 48-27 to approve the bill after debate over whether it was an expensive government mandate or a tool for improving care. It passed the Senate in June.
Hospitals already must provide translation services to patients. SB442 by Democratic Sen. Ron Calderon of Monterey Park would require an assessment of whether interpreters are proficient in communicating medical information in English and the foreign language.
It also would require additional training to ensure that hospital staff understand and consider patients’ cultural, religious and spiritual beliefs that might affect care, and offer appropriate services to patients.
Medical care costs less and produces better results when the doctor and patient clearly understand each other, said Assemblyman Richard Pan, a Sacramento Democrat and physician who presented the bill.
While interpreters may charge a steep hourly rate, he said, they can help a doctor rule out a condition that would otherwise require an expensive medical test.
Assemblywoman Diane Harkey, a Dana Point Republican, argued that rising medical costs and the weak economy made the case against imposing new costs on hospitals.
“It is a bad time to be setting policy like this in the state of California,” she said.Opponents noted that in many cases, family members can serve as interpreters at the hospital and said the state should be more concerned with saving lives than cultural sensitivity.
Assemblywoman Toni Atkins, D-San Diego, said even patients who speak English sometimes have trouble understanding complex medical instructions.
“How do you have a 7-year-old who speaks English explain to their parents how to get adequate follow-up care?” she asked.
The bill was supported by the California Hospital Association after Senate amendments that eliminated a requirement that hospitals have three interpreters on site around the clock.
“The price tag for that was unwieldy,” said Peggy Wheeler, a vice president with the association. Hospitals will see some additional training costs under the bill, she said, but now have more flexibility to provide care that addresses the language and cultural needs of all patients.

Vogue Italia’s Franca Sozzani apologizes for ‘slave earrings’ feature, blames translation


Vogue Italia’s “slave earrings” feature has been renamed “ethnic earrings.” (Vogue Italia) Vogue Italia has apologized for an online feature about gold hoop earrings that the magazine referred to as “slave earrings,” setting off a firestorm of angry public opinion after the news spread on Twitter and was featured on Jezebel.com.
“We apologise for the inconvenience. It is a matter of really bad translation from Italian into English,” the magazine’s editor-in-chief, Franca Sozzani, said in a statement obtained by the Guardian. “The Italian word, which defines those kind of earrings, should instead be translated into ‘ethnical style earrings.’ Again, we are sorry about this mistake which we have just amended in the website.”
Both the title and description of the jewelry slideshow have been changed. The feature has been renamed “ethnic earrings.” But under the “Tags” section, the word “slave” still appears.
The description, as provided by Jezebel, formerly read, “If the name brings to the mind the decorative traditions of the women of colour who were brought to the southern Unites States during the slave trade, the latest interpretation is pure freedom.” The words “slave trade” have been replaced with “late 18th century.”
However, the Italian version of the description raises questions about Sozzani’s “translation” issue claim. In Italian, the style of the earring is described as “schiave o creole.” “Schiave” translates to slave in English.
Believe it or not, this isn’t the first time something called a “slave earring” has appeared in the magazine. Twitter user @thatwritingchic points to a 1946 ad in Vogue for “Slave Earrings.”

Despite constant improvements to its ability to translate the Swedish language into passable English, Google Translate continues to lose its way – often in laughable ways – when it comes to certain place names.
In some contexts, "Sweden" translates as "United States", "Stockholm" becomes "London" and "Dalarna" becomes "Iowa", according to Google Translate.

“There's quite a lot that can go wrong with Google Translate,” Peter Ljunglöf, a computer science professor at the Chalmers Institute of Technology in Gothenburg and expert in computer-aided translations, told The Local.

“It's constantly evolving, but there is still lots that can improved.”

In certain sentences, for example, the central Swedish county of Dalarna, known for ski resorts, natural beauty, and the cradle of traditional Swedish culture, is translated as "Iowa", a Midwestern state in the United States known for its cornfields and the special role it plays is US presidential politics.

And according to Google Translate, the central Swedish county of Västmanland, which borders on the northern shores of Lake Mälaren, is the equivalent of North Yorkshire, an area in northwestern England known for its abundance of national park land.

Ljunglöf theorised that Google's assumption that North Yorkshire is an accurate English translation of Västmanland in Swedish probably has to do with how each is referred to in texts reviewed by Google Translate's tools.

“Västmanland in Swedish is probably used in a similar context as North Yorkshire is used in English,” he said.

“They probably both occur in texts about rural areas and farmland.”

Ljunglöf explained that Google Translate works by drawing on vast databases of texts published on the internet.

“There are tools and algorithms it uses to see if one word is a translation of another word,” Ljunglöf said.

“It can also do this at the sentence level where the tools can see if something is probably an accurate translation.”

He added, that, despite continual improvement, computer-aided translation is far from perfect.

“There are also a lot of humans that have to go in and fix mistakes,” said Ljunglöf.

Part of the problem with getting accurate Swedish-to-English translations, he explained, also has to do the fact that there are many fewer web pages in Swedish compared to other languages.

As a result, it can take longer for Google's tools to identify the right translations, something which is evident when a user enters “Jag är från Stockholm.”

According to Google, the correct English translation is “I am from London.”, although the mistake only occurs if the full-stop is included in the sentence.

And when a user enters the Swedish-English sentence “Jag är från Sweden”, for example, Google spits out “I am from United States”.

“I have no idea why that would happen,” said Ljunglöf.

Attempts by The Local to reach Google's offices in Sweden for comment were unsuccessful.

Interpreters and translators facilitate the cross-cultural communication necessary in today’s society by converting one language into another. However, these language specialists do more than simply translate words—they relay concepts and ideas between languages. They must thoroughly understand the subject matter in which they work in order to accurately convey information from one language into another. In addition, they must be sensitive to the cultures associated with their languages of expertise.
Although some people do both, interpreting and translation are different professions. Interpreters deal with spoken words, translators with written words. Each task requires a distinct set of skills and aptitudes, and most people are better suited for one or the other. While interpreters often interpret into and from both languages, translators generally translate only into their native language.
Interpreters convert one spoken language into another—or, in the case of sign-language interpreters, between spoken communication and sign language. Interpreting requires that one pay attention carefully, understand what is communicated in both languages, and express thoughts and ideas clearly. Strong research and analytical skills, mental dexterity, and an exceptional memory also are important.
There are two modes of interpreting: simultaneous, and consecutive. Simultaneous interpreting requires interpreters to listen and speak (or sign) at the same time someone is speaking or signing. Ideally, simultaneous interpreters should be so familiar with a subject that they are able to anticipate the end of the speaker’s sentence. Because they need a high degree of concentration, simultaneous interpreters work in pairs, with each interpreting for 20-minute to 30-minute periods. This type of interpreting is required at international conferences and is sometimes used in the courts.
In contrast to the immediacy of simultaneous interpreting, consecutive interpreting begins only after the speaker has verbalized a group of words or sentences. Consecutive interpreters often take notes while listening to the speakers, so they must develop some type of note-taking or shorthand system. This form of interpreting is used most often for person-to-person communication, during which the interpreter is positioned near both parties.
Translators convert written materials from one language into another. They must have excellent writing and analytical ability, and because the translations that they produce must be accurate, they also need good editing skills.
Translating involves more than replacing a word with its equivalent in another language; sentences and ideas must be manipulated to flow with the same coherence as those in the source document so that the translation reads as though it originated in the target language. Translators also must bear in mind any cultural references that may need to be explained to the intended audience, such as colloquialisms, slang, and other expressions that do not translate literally. Some subjects may be more difficult than others to translate because words or passages may have multiple meanings that make several translations possible. Not surprisingly, translated work often goes through multiple revisions before final text is submitted.
Nearly all translation work is done on a computer, and most assignments are received and submitted electronically. This enables translators to work from almost anywhere, and a large percentage of them work from home. The Internet provides advanced research capabilities and valuable language resources, such as specialized dictionaries and glossaries. In some cases, use of computer-assisted translation—including memory tools that provide comparisons of previous translations with current work—helps save time and reduce repetition.
The services of interpreters and translators are needed in a number of subject areas. While these workers may not completely specialize in a particular field or industry, many do focus on one area of expertise. Some of the most common areas are described below; however, interpreters and translators may work in a variety of other areas also, including business, education, social services, and entertainment.
Judiciary interpreters and translators facilitate communication for people with limited English proficiency who find it challenging to communicate in a legal setting. Legal translators must be thoroughly familiar with the language and functions of the U.S. judicial system, as well as other countries’ legal systems. Court interpreters work in a variety of legal settings, such as attorney-client meetings, preliminary hearings, arraignments, depositions, and trials. Success as a court interpreter requires an understanding of both legal terminology and colloquial language. In addition to interpreting what is said, court interpreters also may be required to read written documents aloud in a language other than that in which they were written, a task known as sight translation.
Medical interpreters and translator, sometimes referred to as healthcare interpreters and translators, provide language services to healthcare patients with limited English proficiency. Medical interpreters help patients to communicate with doctors, nurses, and other medical staff. Translators working in this specialty primarily convert patient materials and informational brochures issued by hospitals and medical facilities into the desired language. Interpreters in this field need a strong grasp of medical and colloquial terminology in both languages, along with cultural sensitivity to help the patient receive the information.
Sign-language interpreters facilitate communication between people who are deaf or hard of hearing and people who can hear. Sign-language interpreters must be fluent in English and in American Sign Language (ASL), which combines signing, finger spelling, and specific body language. Most sign-language interpreters either interpret, aiding communication between English and ASL, or transliterate, facilitating communication between English and contact signing—a form of signing that uses a more English language-based word order. Some interpreters specialize in oral interpreting for people who are deaf or hard of hearing and lip-read instead of sign. Other specialties include tactile signing, which is interpreting for people who are blind as well as deaf by making manual signs into their hands, using cued speech, and signing exact English.
Conference interpreters work at conferences that have non-English-speaking attendees. The work is often in the field of international business or diplomacy, although conference interpreters can interpret for any organization that works with speakers of foreign languages. Employers prefer high-level interpreters who have the ability to translate from at least two languages into one native language—for example, the ability to interpret from Spanish and French into English. For some positions, such as those with the United Nations, this qualification is mandatory.
Guide or escort interpreters accompany either U.S. visitors abroad or foreign visitors in the United States to ensure that they are able to communicate during their stay. These specialists interpret on a variety of subjects, both on an informal basis and on a professional level. Most of their interpreting is consecutive, and work is generally shared by two interpreters when the assignment requires more than an 8-hour day. Frequent travel, often for days or weeks at a time, is common, and it is an aspect of the job that some find particularly appealing.
Literary translators adapt written literature from one language into another. They may translate any number of documents, including journal articles, books, poetry, and short stories. Literary translation is related to creative writing; literary translators must create a new text in the target language that reproduces the content and style of the original. Whenever possible, literary translators work closely with authors to best capture their intended meanings and literary characteristics.
Localization translators completely adapt a product or service for use in a different language and culture. The goal of these specialists is to make it appear as though a product originated in the country where it will be sold and supported. At its earlier stages, this work dealt primarily with software localization, but the specialty has expanded to include the adaptation of Internet sites, marketing, publications, and products and services in manufacturing and other business sectors.
Work environment. Interpreters work in a wide variety of settings, such as schools, hospitals, courtrooms, and conference centers. Translators usually work alone, and they must frequently perform under pressure of deadlines and tight schedules. Technology allows translators to work from almost anywhere, and many choose to work from home.
Because many interpreters and translators freelance, their schedules often vary, with periods of limited work interspersed with periods requiring long, irregular hours. For those who freelance, a significant amount of time must be dedicated to looking for jobs. Interpreters who work over the telephone or through videoconferencing generally work in call centers in urban areas and keep to a standard 5-day, 40-hour work week.

New SAIC launch targets $31B translation market

Science Applications International Corp. has created a linguistics technology that puts more machine translation power into human translators hands.

The company calls the technology a hybrid machine translation solution, and SAIC claims it is a first.

SAIC’s machine translation technology translates with context, reducing the need for human translation, which in turn lowers costs and frees human translators to do more high-end work, the company said.

“We believe that our new technology offering will redefine the language services industry by offering a robust technology tool that gives businesses more control, while allowing the providers to work more efficiently,” said Jonathan Litchman, an SAIC vice president, in a news release. “It’s a win for global enterprises, language service providers, and professional linguists and translators.”

The new solution allows SAIC to more aggressively target the language services market, which research firm Common Sense Advisory Inc. estimates to reach $31.4 billion in 2011 and which is growing at 7.4 percent annually.

SAIC has made three acquisitions of companies that develop human language technologies: AppTek Partners, Applications Technology and MediaMind LLC.

Aramaic is a Semitic language belonging to the Afroasiatic language family. The name of the language is based on the name of Aram, an ancient region in central Syria. Within this family, Aramaic belongs to the Semitic subfamily, and more specifically, is a part of the Northwest Semitic group of languages, which also includes Canaanite languages such as Hebrew and Phoenician. Aramaic script was widely adopted for other languages and is ancestral to both the Arabic and modern Hebrew alphabets.
During its 3,000-year written history,[4] Aramaic has served variously as a language of administration of empires and as a language of divine worship. It was the day-to-day language of Israel in the Second Temple period (539 BCE – 70 CE), was the original language of large sections of the biblical books of Daniel and Ezra, was the language spoken by Jesus, and is the main language of the Talmud.[5] In Islam, the word “Allah” is used for “God,” which has its etymology in Aramaic, as well as in Arabic and Hebrew.[6]
Aramaic’s long history and diverse and widespread use has led to the development of many divergent varieties which are sometimes treated as dialects. Therefore, there is no one singular Aramaic language, but each time and place has had its own variation. Aramaic is retained as a liturgical language by certain Eastern Christian churches, in the form of Syriac, the Aramaic variety by which Eastern Christianity was diffused, whether or not those communities once spoke it or another form of Aramaic as their vernacular, but have since shifted to another language as their primary community language.
Modern Aramaic is spoken today as a first language by many scattered, predominantly small, and largely isolated communities of differing Christian, Jewish and Mandean ethnic groups of West Asia[7]—most numerously by the Assyrians (also known as Chaldo-Assyrians) in the form of Assyrian Neo-Aramaic and Chaldean Neo-Aramaic —that have all retained use of the once dominant lingua franca despite subsequent language shifts experienced throughout the Middle East. Japanese (日本語 Nihongo?, [nihoŋɡo] ( listen)) is a language spoken by over 130 million[4] people in Japan and in Japanese emigrant communities. Japanese is an agglutinative language and a mora-timed language. It has a relatively small sound inventory, and a lexically significant pitch-accent system.
